Org. Setting and Reporting

This position is located in the Inter-Agency Standing Committee (IASC) secretariat in the Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva. The Humanitarian Affairs Officer reports directly to the Chief of the IASC secretariat.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
•Leads preparation of policy papers and identifies operational issues of strategic concern for consideration by the IASC Emergency Directors Group (EDG), with a view to addressing operational challenges and gaps.
•Supports the preparation, monitoring, implementation and revision of the annual EDG workplan, in support of the overall IASC workplan.
•Serves as a senior policy officer; advise on overall policy direction on specific issues; and, more generally, reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas. Monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations.
•Organizes, prepares for, reports on and/or participates in EDG operational support missions and EDG donor missions, as required.
•Organizes EDG meetings, including the annual horizon scanning and operational reviews, gathering relevant inputs from partner organizations, Humanitarian Coordinators and Humanitarian Country Teams; ensures necessary support is provided; prepares reports; and liaises with OCHA Operations and Advocacy Division (as well as other relevant Divisions) and IASC partners to ensure follow-up on EDG recommendations.
•Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.
•Assists or leads, as appropriate, in the preparation of reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, takes the lead in providing support and information to relevant councils or other entities on specific issues.
•Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
•Establishes and maintains contacts with Member States, other UN agencies, non-governmental organizations; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system.
•Serves as the primary focal point on specific topics related to the EDG; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
•Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.
•May participate in planning and preparation of unit budget and work program.
•Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.
•Performs other duties as required.

Competencies

• Professionalism: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues. Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex issues/problems. Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and knowledge of the institutions of the UN system. Knowledge of inter-agency mandates, policies and procedures in particular as pertains to emergency operations in the field. Ability to negotiate and to influence others to reach agreement. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region. Education

An advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, is required. A minimum of two years of recent field experience is highly desirable. A minimum of four years of experience in supporting inter-agency processes or coordination is desirable. Prior experience in monitoring, evaluation and reporting is desirable. Experience supporting senior humanitarian officials is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in another official United Nations language is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is located in the Donor Relations Section (DRS), Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. The Humanitarian Affairs Officer reports directly to the Head of Donor Desk.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

  1. Strengthens existing relationship with and serve as a focal point within DRS for a group of current donors to ensure a consistent flow of information and timely reporting on OCHA’s activities and programme requirements.
  2. Monitors and provides advice on resource mobilization strategies and interaction with those donors.
  3. Facilitates the Office’s inputs for donor consultations/annual meetings as required.
  4. Develops key strategic partnerships with new donors to achieve a broader donor base for OCHA, including Country-Based Pooled Funds (CBPFs) and Centralized Emergency Relief Fund (CERF).
  5. This would entail devising specific and tailor-made strategies for outreach to a number of new donors, preparing and maintaining donor profiles as relevant.
  6. Supports the preparation of the donor specific funding submissions and reports on OCHA’s activities and extra-budgetary requirements; monitors follow-up to pledges from donors and ensure proper reporting as stipulated in respective funding agreements.
  7. Serves as the focal point in the Section for one of the cross-cutting thematic issues and drafts policy papers as requested by the Chief of Section and replaces or provides support to one of the Donor Relations Officers in the Section as necessary.
  8. Performs other duties as required.

At least two years of field experience in humanitarian affairs in a complex emergency or natural disaster context is desirable. Work experience in donor relations in international organizations is an advantage.

  • This Temporary Job Opening (TJO) is opened to internal and external candidates. The duration of the temporary appointment/assignment is until 26 October 2018; the selected candidate is expected to start as soon as possible.
  • A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Context:

Under the overall supervision of the Chief, Donor Relations Division (DRD), the direct supervision of the Senior Private Sector Partnerships Officer, and in close coordination with the Media and Communications Division (MCD) the successful candidate will be responsible for effective and targeted communication in support of the implementation of IOM’s Private Sector Partnership Strategy 2016-2020.

Core Functions / Responsibilities:

  1. Develop and lead global online fundraising campaigns in close coordination with MCD, relevant departments and concerned field offices.

  2. Coordinate with country offices in target markets including IOM Washington and USA for IOM

the implementation of such campaigns.

  1. Monitor and report on the impact of campaigns.

  2. Build and maintain a loyalty programme that encourages sustained engagement and repeat donations.

  3. Produce communication materials including regular social media pieces, newsletters, blogs, photo albums, human interest stories, videos as well as brochures and fliers on IOM’s private sector engagement.

  4. Develop and maintain IOM’s private sector webpage and global donation page.

  5. Produce presentations and talking points.

  6. Perform such other duties, including duty travel, as may be required.

Required Qualifications and Experience:

Education

• Master’s degree in Communication, Social Sciences, International Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• At least two years of demonstrated experience with online fundraising and fundraising campaigns;

• Strong command of social media tools including Facebook, Twitter, blogs, etc.

• A record of producing relevant communication materials;

• Experience in outreach and communication to companies, foundations, and individuals as well as private sector fora and platforms;

• Experience in corporate communication an advantage.

Languages

• Outstanding written and oral English is required. Fluency in another official language is a significant advantage.
