Background

In November 2014, at the Second International Conference on Nutrition (ICN2), Member States committed to eliminate malnutrition in all its forms and articulated a common vision for global action.

In September 2015, Member States placed high priority on addressing malnutrition by committing, under Sustainable Development Goal (SDG) 2 to “End hunger, achieve food security and improved nutrition and promote sustainable agriculture”.[1]and under SDG 3 to improve health and reduce NCD burden.

In April 2016, the UN General Assembly, through its Resolution 70/259[2], reinforced the ICN2 call for action by endorsing the ICN2 outcomes and proclaiming 2016 to 2025 the United Nations Decade of Action on Nutrition[3], providing a unique opportunity for governments, academia, civils society and other stakeholders to work together for the coming ten years toward eradication and prevention of all forms of malnutrition in their countries.

In 2017, the Sustainable Food System For Healthy Diets Symposium in Budapest recommended the Central Asia and Caucasus to develop a regional mechanism to enhance the capacity of key actors engaged in nutrition.

In July 2018, an ECOSOC resolution called the UN Task Force and its members to strengthen its capacity to provide technical and policy advice to Governments in order to implement Multisectoral strategies and enhance multi-stakeholder action.[4]

On July 20-21, 2018, multi-sectoral delegations from Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan Turkmenistan and Uzbekistan and relevant academicians and development partners (UNICEF, WHO, FAO and WFP) participated in a two-day consultative meeting where they discussed the existing gaps in nutrition governance in the region and ultimately the Regional Nutrition Capacity Development and Partnership Platform and its secreteriate was launched in July 2018.

This platform aims at enhancing the capacity of the building block of the nutrition sector in Central Asia and Caucasus including but not limited to; technical capacity of workforce in nutrition at all levels of service delivery, management/ policy making and education, leadership and governance competencies and skill set of the national food and nutrition managers and policy makers, targeted knowledge management and evidence generation across the region to address the shared food and nutrition priorities and finally cross-border initiatives to address the triple-burden of malnutrition, and sharing the best practices and lessons learned. This platform is building on the proceedings and the recommendation of the Second International Conference on Nutrition (ICN2) and the United Nations Decade of Action on Nutrition (2015-2025) to support the countries in the region to develop needed capacity in nutrition governance to address the double burden of malnutrition.

To promote a better understanding of food system approach in Central Asia and Caucasus countries The Regional Nutrition Capacity Development and Partnership Platform (Central Asia and Caucasus) with support of UNICEF ECARO, FAO ECARO, WHO GDO office on NCD and WFP RO will organize and implement a 3.5 day symposium on sustainable food systems for children’s healthy diets with integrated advocacy session on importance of financing and investment on child nutrition for the Ministries of Finance and Parliamentarians from the 8 countries. The Symposium on Sustainable food systems and nutrition governance for healthy diets in Central Asia and Caucasus- Through the eyes of children and adolescents will be held in 2nd week of March 2019 in Kazakhstan.

  • The meeting will be composed of: 1 day of high-level advocacy for Ministries of Finance, Parliamentarians and High- level managers
  • 2 days of symposium on Food systems
  • 0.5 day of coordination meeting for the platform
  • Scope of Work and Objectives.

    The consultant under the joint supervision of the UNICEF Regional Bureau in Almaty and the National Public Health Center of Kazakhstan, is expected to support preparation and facilitation and reporting of the symposium.

    The objectives of the symposium;

  • – Raising awareness/sensitize key stakeholders (Ministries of Finance, Parliamentarians and managers from food and nutrition, Health, Education and social protection sectors), on the importance of investing in food systems and nutrition governance for healthy diets of children and adolescents. This will result in creating a network of nutrition sensitive Finance Managers and Parliamentarians in the region. The symposium will be structured around the five main pillars of;
  • Food Supply Chain
  • The External Food environment
  • Children’s Diet
  • The personal food environment
  • The nutrition governance and accountability of states
  • – Profiling the food systems and nutrition governance through the eyes of children and adolescent in Central Asia and Caucasus as a baseline measuring the results of Regional Nutrition Capacity Development and Partnership Platform (this will include a Consolidated Regional and country by country profiles).
  • – 1st Coordination meeting of the Regional Nutrition Capacity Development and Partnership Platform, to update the member states on the progress, to review of the draft Work Plan and to agree on the immediate actions for the Q2-4 2019.
  • Activities

  • Development of the detailed the agenda of the meeting in consultation with main partners including identification and organization of the speakers of the symposium and to have their inputs ready timely;
  • Creation of a Questionnaire aiming to identify/evaluate countries’ and sub-regional specific status of various elements of food systems and nutrition governance for healthy diets in Central Asia and Caucasus- Through the eyes of children and adolescents To collect the country specific information to develop the child centred regional and country specific Food system and nutrition governance profiles for Central Asia and Caucasus (8 country profiles and one regional profile). A draft will be ready after the symposium. The participants from each country delegate will present the summary of the status of food systems and nutrition governance during the meeting
  • To organize and the technical group’s call to coordinate and prepare for the symposium;
  • To ensure compilation of and prepare the archive of the presentations of the speakers for timely translation
  • To follow on appropriate nomination of the participants from countries (Identification of country representatives, stakeholders to participate from targeted countries and responsible representative who will complete the questionnaire for country profile will be done from UNICEF Regional Bureau in Almaty and the National Public Health Centre of Kazakhstan. ) To co-facilitate the symposium with UNICEF ECARO and to assign session chairs from different agencies as appropriate;
  • To develop and submit an executive and a detailed report of the symposium upon completion of the symposium
  • To finalize the child centred regional and country specific Food system and nutrition governance profiles for Central Asia and Caucasus (8 countries+ one consolidated regional profile).
  • Work relationships

    The consultant will be under the direct supervision of the Regional Health and Nutrition Specialist and with reporting line to the national coordinator of the Secretariat at National Public Health Centre of Kazakhstan

    Management and Organization

    5.1. Management: The consultancy firm will work under the direct supervision of UNICEF ECARO Health and Nutrition Specialist

    5.2. There will be a trip for few days (around 5 days) to Kazakhstan, the costs (of trip and accommodation) will be covered by UNICEF as per the regulations. Other ad hoc trips it happens and authorized will be covered by UNICEF as per the regulations.

    5.3. The Consultant will be responsible for organizing and coordinating all meetings with the counterparts as required.

    Terms of payment

    The consultancy fee shall be paid upon above matrix and upon approval of relevant deliverables by UNICEF.

    Conditions of Work

    The consultant will use his/her own facilities to manage the work, but, where circumstances demand otherwise, will be allowed to make use of available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to availability.

    Qualifications

    Minimum requirement for this assignment are:

  • Experts with post-graduate degree in nutrition, or public health Nutrition, and nutrition epidemiology.
  • Minimum 10 years of working experience in capacity development in nutrition
  • Experience of undertaking similar symposiums on food systems
  • Previous working experience with UNICEF/UN is an asset
  • Fluency in English both written and verbal is essential

    The United Nations Research Institute for Social Development (UNRISD) is an autonomous research institute within the UN system that undertakes interdisciplinary research and policy analysis on the social dimensions of contemporary development issues. Through our work, we aim to ensure that social equity, inclusion and justice are central to development thinking, policy and practice.

    UNRISD is now accepting applications for a three-month full-time internship position, starting in February 2019, to assist with work related to its Social Policy and Development Programme. This will include assisting with publications and new research on the topic Overcoming Inequalities in a Fractured World: Between Elite Power and Social Mobilization, following the UNRISD international conference that brought together an interdisciplinary group of leading scholars from around the globe.

    While at UNRISD, the intern will be asked to:

    • provide research assistance for ongoing work in the programme conducting library and internet searches, in particular for the Overcoming Inequalities project;
    • assist in event organization;
    • assist with editing and formatting of publications;
    • produce a short draft paper, literature review, article or another similar output, on a subject related to the Social Policy and Development Programme.

    Qualifications, skills and competencies

    Education in political science, public policy, development studies, development economics, sociology, or a related field at an accredited university, with academic and professional experience in issues related to social policy in developing countries. Candidates with strong expertise in one or several of the following areas are especially encouraged to apply: social policy, inequality, elites, politics of progressive transformative change (related, for example, to redistributive and social policies, gender, environment, local lifeworlds), and social movements;

    • Written and spoken fluency in English;
    • Editing;
    • Teamwork;
    • Communication;
    • Planning and Organizing.

    This UNRISD internship is in accordance with the rules and regulations of the UN Internship Programme.

    At the time of application, applicants must meet one of the following requirements (as per UN Secretariat rules regarding interns);
    (i) be enrolled in a graduate school programme (second university degree or equivalent, or higher);
    (ii) be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent) or;
    (iii) have graduated with a university degree (as defined in (i) and (ii) above) and, if selected, commence the internship within a one-year period of graduation;

    • Interns are not financially remunerated;
    • UNRISD is not responsible for interns’ travel expenses to and from Geneva, or for mandatory medical insurance during the period of the internship.
      The deadline for applications is 6 January 2019 (23:59 Central European Time), with a preferred start date of February 2019. The usual duration of the internship is three months, with the possibility of extension.
