ORGANIZATIONAL CONTEXT

The Chief of Section (Marketing and Emergencies), will be one of three P5 senior managers and an integral part of the PSP Management team, supporting the Head of Service. S/he will provide leadership and strategic guidance on PSP’s global fundraising communications, marketing campaigns, and emergencies.

Additionally, s/he will support activities and planning to support UNHCR Strategic Directions goals to streamline communications, increase awareness and public support of UNHCR and the refugee cause, and grow private sector funding for UNHCR operations. S/he will also be lead focal point for PSP Marketing and Emergency campaigns with DER, UNHCR Executive Office, Regional Bureaux, HQ-based Divisions and field operations during emergency campaigns.

Within PSP, the role will interact with the entire Private Sector Partnership network of PSP offices and National Partners. Within the rest of UNHCR, s/he will collaborate and coordinate with key Division of External Relations teams, including Communications and Public Information Section (CPIS), Strategic Communications, Campaigns and Events, the Goodwill Ambassador team, the Digital Engagement Section, Regional Bureaux and Divisions, especially the Division of Emergency, Security and Supply (DESS) during emergency fundraising campaigns. Additionally s/he will work closely alongside the relevant PSP Regional Manager and PSP office or national partner to jointly identify with Regional Bureaux and Field Operations potential regional fundraising communications and engagement initiatives; this engagement will support both emergencies and fundraising campaigns to respond to and engage with local audiences and circumstances to grow support and build awareness for refugees and UNHCR. Likewise, s/he will act as focal point for coordination of Marketing and Emergency Fundraising Campaigns with other UN agencies and INGOs, especially with a key role in the Emergency & Humanitarian Fundraising Working Group as part of the International Fundraising Leadership Forum (IFL Forum).

The incumbent will lead on PSP’s goals to develop stronger messaging, creative products and campaigns that support UNHCR¿s global Protection, Operational and Solutions mandate, ensuring messaging and implementation that is fully coordinated with UNHCR global priorities and programs; producing and sharing content that supports private sector fundraising and communications activities throughout the PSP network. Additionally, the role will lead on communications outreach and engagement activities that ultimately target private sector fundraising through lead generation. Finally, the role will lead on all emergency fundraising and communications activities, ensuring full collaboration with relevant teams, sections and divisions/bureau of UNHCR to guarantee a fully joined up, integrated approach. S/he will also support public speaking and donor engagement during emergencies based on relevant HQ and emergency field experience and boosted by up-to-the-minute input and interchange with the emergency operations on the ground.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Graduate degree (equivalent of a Master’s) in International Relations, Media Relations/Communications, Marketing, or Management plus minimum 11 years of previous work experience relevant to the function with a particular focus on experience in communications, campaigns, marketing or similar backgrounds; humanitarian, human rights, and/or emergency experience; understanding of inter-agency dynamics including other UN and multilateral agencies, INGOs, and private sector; minimum of 5 years international/field experience with direct experience of humanitarian response, communications, public outreach, marketing and/or creative development across different countries and cultures.
  • Demonstrable senior experience and insight into the global delivery of digital marketing and communication, including digital advertising and global media.
  • Excellent drafting and editing skills.
  • Excellent public speaking and communication skills.
  • Experience working with senior/executive-level communications.
  • Demonstrable creative expertise, including proven ability to lead and mentor others in creative development.
  • Experience communication in Emergency situations in the field.
  • Demonstrable experience of implementing global campaigns.
  • Clear understanding of UNHCR Protection, Operations & Solutions mandate, emergency response, communications private sector fundraising and brand.
  • Excellent knowledge of English. Fluency in another relevant UN/PSP languages.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Media and strategic communications, Public relations, Marketing and Resource mobilization experience.
  • Experience working with an international organization with multiple geographical operational sites and protection context, preferably in a humanitarian operations/emergencies.
  • Knowledge of humanitarian assistance and UN environment.
  • Understanding of the complexities of working with an international organization with multiple geographical operational sites.
  • Knowledge of private sector fundraising and UNHCR interventions / programming.
  • Experience of multiple marketing channels, including television, video, and social media.
  • Outstanding interpersonal and self-motivational skills.
  • Team and relationship building skills.
  • Propensity to work well with other teams, integrating and collaborating on efforts, and promoting coordination.
  • Proven project management and excellent organization skills.
  • Experience as a member of senior management team or similar in previous employment.
